Methodology

The index combines compliance, enforcement, vulnerability, drought, possible funding gap, small-system context, and data quality into a 0-100 review-priority score.

  • Enforcement: 15%
  • Vulnerability: 20%
  • Drought: 10%
  • Funding gap: 15%
  • Small-system context: 10%
  • Data quality penalty: -5%

Limitations

Unmatched funding records do not prove that a system received no funding. Low-confidence geography uses county centroid fallback and should be treated as screening context only.
